The Diocesan Catholic Committee on Scouting meets quarterly to assess the needs of our Catholic Scouting population and to plan age-appropriate events to foster a deeper appreciation of our faith. In addition, the committee sponsors adult counselor training for religious emblem awards and an annual day retreat for scouts from all affiliations. Continuum of Adult Catholic Leadership Training
The NCCS Training Committee provides a full toolbox of quality adult leadership training available in a variety of delivery options and locations for everyone who interacts with Catholic Scouting. This includes pastors, youth ministers, and other parish staff, diocesan/eparchial staff, Scouting volunteers, and parents of Scouts. No matter what your area of responsibility and experience is, you are sure to find course offerings that will help meet your specific needs. Check back from time to time as new offerings are constantly in development and will be posted as they become available.
Scouting in the Catholic Church
Scouting in the Catholic Church is designed for any adult interested in using Scouting as a program for Catholic youth ministry, such as Scout chaplains, clergy, youth ministers, as well as Diocesan/Eparchial, Regional, and National Catholic Committee on Scouting leadership and members.

Religious Emblem Training Requirements

Lay Apostolate Formation
This course is required of all Religious Emblem Counselors. Lay Apostolate Formation is the process by which adult Catholic Scouters create greater awareness of our role to "seek the kingdom of God by engaging in temporal affairs and by ordering them according to the plan of God." We will examine scouting as a form of youth ministry and our call to leadership, holiness, conversion, and worship through reflection on sacred scripture. At the end of this day-long course, we review Lay Catholic Scout Chaplain training requirements.

Religious Emblem Counselor (REC)REC training is for Catholic adults who wish to become certified as religious emblem counselors or any Catholic adult who assists in scouting. This process will prepare you to lead scouts (grades 7 and above) on a faith journey in Catholic spirituality so that they can earn the Catholic religious emblems.
In addition, you will learn how to teach the Ad Altare Dei and Pope Pius XII Roman Catholic Religious Emblems for Scouts BSA and Venturers. Other faith formation activities for girls and boys in Scouting as sponsored by the National Catholic Committee on Scouting and the National Federation for Catholic Youth Ministry, including Footsteps of the American Saints, the Rosary and Marian activities, and the Light of Christ and Parvuli Dei Emblems for Cub Scouts will also be discussed. Learn about the Saint George Trek at Philmont and how to plan a beautiful Scout Sunday Mass in your parish.

Youth Ministry Essentials
Classes are required for those seeking to be a Scout BSA Lay Chaplain. These courses are designed for those who work with youth, to (1) introduce adult leaders to the field and study of comprehensive youth ministry, and (2) equip adults with the necessary theological, pastoral and leadership skills to serve and minister to the adolescent community and (3) empower adults who are beginning their ministry to adolescents. Ethics and Integrity in Ministry (EIM)
Ethics and Integrity in Ministry (EIM) is the Diocese of Austin program promoting safe environments, child & youth protection, and ethical behavior in all ministries. For the safety of our children, all volunteers in the Diocese of Austin are required to comply with all EIM policies. This is in addition to the training required by your scouting organization.
To become compliant:- Complete a one-time, online volunteer application and background check
- Pre-register and attend an Ethics and Integrity in Ministry (EIM) workshop every three years

Scouts BSA Lay Chaplain Requirements
A Scouts BSA Lay Chaplain must be:- A Chartered Member of the Troop Committee who has completed BSA Youth Protection Training.
- A Trained Scouts BSA Leader who has completed the current BSA leader training requirements.
- A Trained Scouts BSA Chaplain who has completed Chaplain Training as required by his or her respective Council.
- Able to attend troop meetings, train Chaplain’s Aides (both Troop and Patrol Chaplain’s Aides), participate in campouts and outings, arrange and facilitate a Scout Sunday or Scout Sabbath celebration, and offer guidance to Scouts who seek to earn Religious Emblems in their faith.

Catholic Scouts BSA Troop Lay Chaplain Requirements
A Catholic Scouts BSA Lay Chaplain must be:- A member of a parish who has completed training in Ethics and Integrity in Ministry and has been approved by the Diocese and maintains a current approval status.
In addition, we recommend that Catholic Scout Lay Chaplains complete the following training within 2 years of appointment:- A Catholic Scout Chaplain must complete National Catholic Leadership Development Training and Religious Emblem Instructor Training in order to serve as an Instructor for the Roman Catholic Religious Emblems “Ad Altare Dei” and “Pope Pius XII.”
- A Catholic Scout Chaplain should complete Youth Ministry Essentials. This is our new recommended requirement to better prepare Chaplains for youth ministry and to integrate Lay Catholic Scout Chaplains into the youth ministry efforts of the diocese and of their parish.
In the Diocese of Austin, Catholic Scouters are encouraged to listen to the call of the Holy Spirit and volunteer to serve their Scouts BSA Troops as Lay Catholic Scout Chaplains. The Diocese of Austin will provide guidance, training, and opportunities for growth in faith formation to both lay and ordained Catholic Scout Chaplains along their journey in this youth ministry.
If your unit has already designated a layperson as the Scout Chaplain, please provide the above information for review to Fr. Jakob Hurlimann so that a letter of approval may be issued. The DCCS periodically offers LAF training as part of its continuing education program for Catholic leaders working with Catholic Scouts.
